Is it ethical to manipulate images for editing and retouching? If it is, how do I draw the line to keep it clean, creative and ethical?

photoshop users, graphics designers edit or retouch photos to create a better version of that photo. Editing or processing images is a necessary part of digital photography. All images are edited to some extent. it is a type of art that enhances the beauty in that photo. now it depends on what the photo is being used for . if the photo is of a landscape or animals or a portrait of a person then to me it's ok to retouch the photo because by retouching and editing out the flaws we create a beauty that was unimaginable in the raw picture.
then there are product photo retouching . to me it ok to retouch products as long as the editor does not change the entire look of the product. the product should have its core message and look like how it should once the customer receives it.
